Irvine officials will unveil their revised Millennium Plan today and invite the public to critique their El Toro annexation proposal, the development plan for the former base and the environmental report.

The Millennium Plan, the city’s reuse plan for the former El Toro Marine Corps Air Station, would supplant the county’s proposal for an international airport on the site, offering in its place a center for recreation and business, Mayor Christina L. Shea said.

The plan, called Millennium II, proposes homes, businesses and a wilderness preserve to surround a great suburban park at the 4,700-acre former base.
