The La Jolla area may be getting street lights, and children throughout the city could have access to free tutoring during the school year and free lunches in the summer.

These new projects were approved by the City Council this week as priorities for federal funding--money that could be taken away if the programs aren’t implemented within a year.

The annual Community Development Block Grants provide funds to improve low-income neighborhoods. But in the last three years, Placentia has had to forfeit more than $100,000 in unused funds, city records show.
