The City Council has established a Disadvantaged Business Enterprise Plan as part of the Arterial Highway Rehabilitation Program, which contributed $1.1 million in federal funds to the city. Those businesses owned and controlled by socially and economically disadvantaged individuals, including minorities and women, will receive 10% of the federal funds.
