Seferino Garcia, director of Solevar, a grass-roots community organization that has lobbied and raised funds for a proposed park and community center since 1993, complained to the City Council on Tuesday night that the Parks and Recreation Department is thwarting Solevar’s efforts to build the community center.

Garcia said that Parks and Recreation personnel have decided that with a downtown community center, the proposed community center at the corner of Beacon Avenue and Walnut Street is not needed. But Garcia said the downtown center is crowded and expensive. “We want our own community center,” he said.
