Kindergarten music teacher Jeffry La Marca has filed two unfair labor practice charges against the teachers union that represents Capistrano Unified School District teachers.

La Marca, who was the district’s music teachers’ representative until March, alleges that the Capistrano Unified Education Assn. made “arbitrary and discriminatory” cuts in the district’s two kindergarten music teachers’ stipends and that the union mishandled elections for its State Council.

The complaints were filed last week with the state Public Employment Relations Board. The stipends, reduced from $2,000 a year to $400 a year in March, are used to compensate for the extra hours the music teachers put in for band performances and honor group auditions, practices and performances. Attempts to reach union president Frank Weirath this week were unsuccessful.
