The City Council conditionally approved a tentative tract map and flood-plain land use permit to convert about 13 acres of the 22-acre Village Alipaz site into 104 single-family residences.
The developer, Village Alipaz LLC, will have to either come up with a new design for the development, buy more property, or get permission to build a retaining wall on another owner’s property.
C.J. Amstrup, city senior planner, said the developer had proposed a design with a rear yard fence and retaining wall too close together.
The city wants a landscaped area between the fence and the wall to break up the visual effect, he said.
