The long-awaited construction of the Portola Hills community’s only planned park has hit another snag: There’s not enough money to pay for it.

County officials announced this week that original estimates of the cost to build Concourse Park on a breezy, seven-acre vacant lot with an ocean view were far too low.

In a deal made with Portola Hills’ now-bankrupt developer, the Baldwin Co., the county can cash in a $648,250 bond to pay for developing the park on Saddleback Ranch Road.

But new estimates put the total cost of building the park at about $1.5 million, Lake Forest officials said.

The additional money is needed to level the edge of the park, where a 12-foot-high wall of dirt meets the street.

City and county officials pledged to work together to find the extra funds.
