The City Council will vote today on a recommendation to support Proposition 13, a statewide bond initiative to provide money for clean and safe drinking water, watershed protection and flood prevention programs.

If the proposition is approved, the city will apply for funds to create more sources of local water to reduce its dependency on water from Northern California.

The council’s vote follows a letter last month from the Municipal Water District of Orange County that urged all 33 cities in Orange County to support the $1.97-billion state initiative.

Lonnie Curtis, San Juan Capistrano’s water service’s manager, said the city would use any money it receives from the bond to build a facility that would treat brackish water (a mixture of fresh and saltwater) to make it suitable for drinking.

Another possible project would treat city waste water for nondrinking purposes such as watering parks and open spaces.
