The City Council could decide Tuesday whether to approve conceptual plans for the proposed $150-million Treasure Island Resort complex in South Laguna. Last month, the Planning Commission and the Design Review Board approved a majority of the site’s plan with a 9-1 vote. Design Review board member Ben Simon dissented, saying he believed the density of the resort is too high.

Mayor Kathleen Blackburn and Councilman Paul Freeman appealed the panels’ recommendation to bring the matter to the City Council before the commissions considered further elements of the project. “Because of the importance of this project to the community, we are appealing that decision so that the City Council has an opportunity to consider the project and to provide still another opportunity for the public to offer thoughts on this important endeavor,” Blackburn and Freeman wrote in a memo.
