The city moved a step closer to adopting its Millennium Plan II when the Planning Commission gave a thumbs-up last week to the reuse plan for the former El Toro Marine Corps Air Station.

Over the last year, the city has spent more than $5 million fighting the county’s plans for an international airport at the 4,700-acre base.

City officials have developed their own alternative, known as Millennium Plan II, which calls for a 757-acre central park surrounded by three urban residential villages, various business and research centers and a wildlife preserve.

The only public speaker at Thursday’s commission meeting, Irvine resident Hanna Hill, suggested one addition to the plan.

“I think since there’s no airport in the Millennium Plan, you should include an easy transportation [system] to the airport in the Inland Empire,” she said.

The City Council is scheduled to review the plan and its environmental impact at its Feb. 8 meeting. It then will present its request to annex the base to the Local Agency Formation Commission, which regulates municipal boundaries.
