The decision to issue either a $187.50 citation or a simple warning to first-time offenders of the leash law should rest on the shoulders of animal control officers, a city official said last week.
Mayor Mimi Walters recommended that the first-time warning should be within the discretion of animal control officers, since the leash law hasn’t been strictly enforced before and some people may not be aware of it.
But some residents urged the City Council to strictly enforce the leash law, starting with the first offense.
