Three local environmentalists attempted to attend the Assn. of City Managers meeting at City Council Chambers on Tuesday, but were stopped by Orange County sheriff’s deputies outside the closed meeting.

The closed session provided a platform for authorities from the San Diego Regional Water Quality Control Board, administrators of the federal Clean Water Act and experts on urban runoff to explain water-quality issues to a group of South County city managers, Laguna Niguel City Manager Tim Casey said.

But the closed meeting angered environmentalists, because it prevented them from working with the cities, said Roger von Butow, founder of the Clean Water Now! Coalition and founder of Clean Aliso Creek Assn.

However, the private meeting was not required to be public, Casey said.
