Stowaway Deaths

* It is despicable for any ship owners to permit Chinese (or any other persons) to stow away in ships entering U.S. ports; it frequently results in death for the stowaways (Jan. 12). The United States (and Canada) should pass laws that forbid such a ship from ever docking in our ports. The ship, even if it were to be sold to a new owner, should be banned.
