Bill Seeks to Shift Control of Projects

State Sen. Richard Alarcon (D-Sylmar) introduced legislation Thursday that would allow the San Fernando Valley to take control of any of its redevelopment projects if the Valley secedes from Los Angeles.

One concern of secessionists is that Los Angeles might retain control of the tax revenue generated by Valley redevelopment areas, including a proposal to create the city’s largest district with 6,850 acres in the northeast Valley.

Current state law does not allow for the transfer of control of a redevelopment area from one city to another.

“It would be ridiculous to have a new Valley city that couldn’t control projects in its own territory,” Alarcon said. “My bill will ensure that new cities throughout the state will be able to manage redevelopment projects in their own areas.”
