Residents of Aliso Viejo are questioning whether a Laguna Hills councilman has a conflict of interest in determining whether two portions of their community should be annexed by the city he represents.

Councilman Randal J. Bressette will have one of seven votes on the Local Agency Formation Commission of Orange County to resolve the future of 340 acres of homes, a park and the Aliso Viejo Plaza, which Laguna Hills wants to annex.

The vote is set for Aug. 19.

Commission members, who oversees the formation of cities and annexations, will also decide if Aliso Viejo should become Orange County’s 34th city.

“I represent the 33 cities of Orange County who elected me to this position” on the board, Bressette said. “That’s really the core group I represent. Not just one city.”
