Tony Occhino has joined Richmond American Homes as director of land development for projects in Orange, San Diego, Riverside and San Bernardino counties. Occhino had been construction manager at SunCal Companies.

Steve Johnson has been named chief executive of SignOnline Inc. in Irvine. He was most recently chief executive of Unico Pacific Telecommunications Group. Johnson also founded International Computer Products, and has served as president of VTech Telecommunications and president of NPLC.

Christy Clow, vice president of Turner Development Corp., has been made partner. She joined the company in 1987, specializing in project management.

Sean Downs has been appointed president of HNC Insurance Solutions in Irvine. He had been senior vice president. Before joining the company, Downs was a senior vice president with Risk Data Corp., which was acquired by HNC in 1996.
