Police Officer Accused of Twice Raping Woman

A police officer was charged with rape and sexual assault Thursday for allegedly raping a woman and then returning to her house and raping her again after she called 911 for help.

Christopher Scaggs, 27, who has been on the Glenolden police force for 18 months, was freed on $25,000 bail and placed on administrative leave. A preliminary hearing has not been scheduled.

Scaggs responded to a domestic incident call at a home in Glenolden, just west of Philadelphia, early Monday, authorities said. There, prosecutors said, Scaggs allegedly raped the woman and then left.

The woman later called 911 but hung up before speaking to anyone. Dispatchers traced the call to the home and ordered a patrol car sent. Scaggs responded to the call and allegedly raped the woman again, prosecutors said.

The woman later agreed to help police. She was fitted with a recording device and approached Scaggs at his second place of employment, where he allegedly implicated himself, authorities said.
