Embattled massage parlor owner Christine Bui Vo will have to close her doors now that the City Council has decided to uphold the city manager’s denial of her business license.
Vo, owner of Body Centre on El Toro Road, applied for the license in June 1999, about a month before four of her masseuses were arrested on suspicion of solicitation of prostitution.
Council members said Vo’s license originally was denied in January because at least one of the four employees lacked a proper massage technician’s permit when she was arrested and because one employee pleaded guilty to the prostitution charge.
