The City Council adopted a $28.3-million budget Monday with last-minute additions totaling $746,864. The 11 new spending items for 2000-01 include the hiring of three new police officers and funding for La Familia, a nonprofit drug rehabilitation program. The budget also includes a 0.5% reduction in the city’s 4.5% utility tax for the next two years.
