The City Council on Wednesday unanimously approved the city’s $4-million budget for the 2000-01 fiscal year, which will leave Laguna Woods with a $4.2-million surplus.

Part of that hefty surplus comes from the $2.3 million that Laguna Woods gets from state motor vehicle license fees as a new city.

Major expenses include: $450,000 to the El Toro Reuse Planning Authority, a coalition of South County cities opposed to an airport at the former El Toro Marine Corps Air Station, and $405,000 in repayment to the county for services the city received before incorporation in 1999.
