A group of residents wants to change the city’s form of government to eliminate the strong city manager and bring in a more powerful mayor to administer the day-to-day affairs of the city.

The Laguna Beach Action Committee is campaigning to repeal the city’s general law government and create a “charter government,” which would give top authority to an elected mayor.

On Thursday, the Action Committee submitted to the city a notice of intent to circulate a petition. Group members say they will begin collecting signatures in two weeks.
