Development plans for the 121-acre Headlands property are expected to be submitted to the city sometime this week, the property owner says.

The plan calls for 125 houses, a 65-room seaside inn and 40,000 square feet of commercial buildings, said Sanford Edward, president of Headlands Reserve LLC.

The development also would include 62 acres of public open space, nine to 10 acres of private open space, four parks, three miles of public trails, public access to the southern portion of Strand Beach and an undetermined number of educational and recreational facilities.

Once the plans are submitted, the city will have 10 weeks for review before a public hearing is held. The plans will then need to receive approval from both the City Council and the California Coastal Commission.
