* ISX Corp., Westlake Village, won a $3.8-million contract from the Air Force in Rome, N.Y., for research and development.

* Litton Systems Inc., Woodland Hills, won a $3.5-million contract from the the Navy in Philadelphia for containers, packaging and packing supplies.

* Glenair, Glendale, won a $319,290 contract from the Department of Justice in Washington, D.C., for electrical wire and power and distribution equipment.

* HR Textron Inc., Pacoima, won a $238,005 contract from the Army at the Redstone Arsenal in Alabama for valves.
