The average price of gasoline in Southern California declined for a second straight month, dropping 3 cents to $1.77 for a gallon of self-serve regular, according to the Automobile Club of Southern California. The club’s monthly Fuel Gauge Report, released Tuesday, is based on a survey of 2,800 gas stations.
