A booming economy and the resulting demand for construction work in Orange County has left the city with few choices when it comes to building the Downtown Plaza fountain.

The City Council tonight will consider paying $176,762 to have the fountain built--an amount about 50% more than what the city estimated it would cost. A lack of interest from contractors resulted in just two bids for the project, and officials are saying they don’t expect to receive any offers better than the one made by Earnest Reason General Engineering of San Clemente, which submitted the lowest of the two bids.

The city first advertised for bids for the project in July, but no contractors responded. When city officials contacted contractors directly to see if they were interested in bidding for the project, many responded that they were simply “too busy.” A second bidding process, opened in September, resulted in the two bids.

The meeting will begin at 4 p.m. in the council chamber at City Hall, 303 W. Commonwealth Ave.
