Like the primary elections, the new singles chart might provide an early gauge of the coming campaign, as the record labels prepare to launch their big albums. Two closely watched collections are those by the veteran Madonna (due out Sept. 19) and newcomer Aaron Carter, the younger brother of Backstreet Boy Nick Carter (due the following week). Both saw their singles enter the Top 10 this week, with new mama Madonna making her “Music” at No. 1 on both the nationally and Southern California charts.
