El Toro Proposal Fosters Kids

* Re “Coad Wants Foster Kids to Occupy Base Homes” (Aug. 21):

I applaud Supervisor Cynthia P. Coad’s imaginative plan to provide emancipated foster teens with housing and other services at the El Toro base. This is an urgent need that Orange County has not addressed nearly enough.

While I served on the 1998-99 Orange County Grand Jury, our Juvenile Services committee issued a report urging attention to this glaring deficiency wherein foster children leave supervised care at age 18 and have to cope on their own without the resources, skills and support anyone that age requires. It is no wonder that most of them fail.

We pointed out the very successful Bridges to Independence program in Los Angeles County that we could use as a model here. I urge the other supervisors and county agencies to get behind this plan.
