Restoration of Laguna Lake is expected to begin sometime in the summer of 2002, but the actual steps needed to get to that point are already in motion.

The City Council voted this week to have staff members submit a grant application to the California Coastal Conservancy for the $100,000 needed to map out a plan for cleaning up the lake.

In July, the state granted the city $2 million to dredge the bottom of the lake and restore facilities there. The lake, once 20 feet deep, now measures 6 feet at most points.

Water lilies and other plant life growing from the center of the lake will also be cleared, said project manager Alice Loya.
