San Diego Man Surrenders in Hit-and-Run Accident

A San Diego man was arrested Sunday on felony hit-and-run charges after allegedly striking and seriously injuring a tow truck driver helping a motorist on the shoulder of the San Diego Freeway, authorities said.

California Highway Patrol officials said Andrew Breman, 23, was driving southbound on the freeway at about 5:45 a.m. Sunday when his Ford Escort hit both the tow truck and a van pulled onto the shoulder near the Beach Boulevard offramp.

The Escort struck Agustin Lozano, 26, as he was changing a flat tire on the van, CHP officials said. The driver of the van, whose name was unavailable, was struck by flying debris from the crash and received minor injuries, officials said.

Lozano underwent surgery at UCI Medical Center in Orange and was in stable condition late Sunday, hospital officials said.

After the accident, Breman left his car, which was undrivable, and fled on foot, police said. He hailed a taxi on a nearby surface street and rode to San Diego, authorities said. Police traced the license plate on the abandoned car and were searching for Breman on Sunday when he called the CHP to turn himself in, San Diego CHP officials said. He was arrested at his home near San Diego State University.

Breman was taken to the Westminster CHP station and later booked into Orange County Jail.

“We have witnesses and other evidence that would lead us to believe [Breman] was intoxicated at the time of the collision,” CHP Sgt. Bryan Baker said.
