From Times wire reports

A task force reported that weak leadership plagues the agency in charge of Boston’s Logan International Airport, where terrorists hijacked two planes and crashed them into the World Trade Center.

“Patronage at Massport is a four-headed monster,” the report said, recommending that a new chief executive be selected “on the basis of experience and skills, not political contacts.”

Acting Gov. Jane Swift said she would implement the recommendations as soon as possible. The Massachusetts Port Authority’s executive director resigned Oct. 25.
