* Children--The Ventura County superintendent of schools will present a series of children’s concerts by Canadian singing star Charlotte Diamond, who performs in several languages. * Folk--Tom and Becky Lowe will open their 20th season of the “Folk Music in Ojai” series Feb. 27 with singer-songwriter David Roth. Roth, who arrived on the scene as the 1987 New Folk winner at Texas’ Kerrville Folk Festival, describes his music as “a dash of Dan Fogelberg, a pinch of David Letterman, a whoosh of Will Rogers and a touch of James Taylor.” Ojai Valley Woman’s Club, 441 E.
