Lyman Cozad; Manager for 3 Cities

Lyman Howard Cozad, 86, former city manager for Colton, Arcadia and Beverly Hills. Born in Painesville, Ohio, Cozad earned a bachelor’s degree in business administration and a master’s degree in public administration from Ohio State University. He later taught public administration at USC and other schools, while working as a management consultant for various cities. He served as city manager of Colton from 1957 to 1964, overseeing construction of its City Hall and working to improve fire safety to reduce fire insurance rates. He spent the next two years as city administrator, a comparable position, in Beverly Hills and then was city manager of Arcadia from 1966 until 1977. He finished out his career managing the Southern California office of the League of California Cities, an organization for which he often served as speaker and panelist. On Feb. 4 in San Dimas.
