Training Near Vieques

I think The Times is correct to suggest that the U.S. Navy should wait to resume bombing exercises near Vieques (editorial, May 3). Furthermore, I believe the same policy should apply any time a complaint is lodged against the military for the impact of its training exercises. Wait, I have a better idea. Since all military exercises impact somebody, perhaps it would make more sense to stop them altogether. With all the money we save, we could hire more soldiers. Of course, there won’t be much for them to do, so why bother?
