Divided Court Upholds Juvenile Justice Law

A divided state appeals court upheld 2 to 1 a sweeping juvenile justice law approved by voters last year, ruling that the measure does not violate rules requiring that an initiative cover only one subject.

The 4th District Court of Appeal issued the ruling in the case of Charles “Andy” Williams, who was 15 when he allegedly shot and killed two students and wounded 13 others in March at a high school in the San Diego suburb of Santee.

Under Proposition 21, San Diego County prosecutors charged Williams as an adult with murder. Next week, the state Supreme Court will hear arguments in another challenge to Prop. 21. That ruling will decide the fate of Williams and dozens of other youths.
