Parents of Man Fatally Shot by Police File Claim
The parents of an Oxnard man fatally shot by police in May have filed a wrongful death claim against the city.
The parents of Rutilio Castillo of Oxnard allege that Oxnard officers unnecessarily shot and killed their son after responding to a report that he was peering into apartment windows.
The 23-year-old was shot three times by Officer Michael Robison after Castillo walked toward the officer while holding a knife, police said.
Months earlier, police placed Castillo in a 72-hour mental health hold after he came to the police station to report that someone was trying to kill him, and refused to leave, according to a district attorney’s report.
The prosecutor’s office, which investigates all shootings involving local police officers, concluded the shooting was a justifiable homicide.
