Davis OKs Bill on Liability for Vicious Dogs
Gov. Gray Davis signed a bill allowing prosecution of anyone with custody of a vicious dog--not just the owner--if the animal seriously injures or kills someone.
The bill, effective Jan. 1, was introduced by Assemblywoman Carole Migden (D-San Francisco) after a woman was mauled to death by a dog in the hall of her San Francisco apartment building last January.
The dog was owned by a prison inmate and was being cared for by attorneys Marjorie Knoller and Robert Noel.
Knoller has been charged with second-degree murder and Noel with manslaughter.
