Government Strikes Deal With U.S. on U.N. Court

Romania signed a deal with the U.S. pledging not to surrender Americans to the new International Criminal Court, becoming the first nation to do so.

The U.S. fears politically motivated prosecutions of Americans by the court, which is empowered to prosecute violations of international humanitarian law.

Romania backs the court but wants good ties with the U.S. as Bucharest seeks North Atlantic Treaty Organization membership.
