Clinic Doctor, Assistant Deny Licensing Charge

A doctor who manages a Santa Ana clinic and his assistant pleaded innocent Friday to 16 counts each of practicing medicine without a license and conspiracy.

Dr. Alonzo E. Lockhart and assistant Noe Alonzo Villalobos were released on their own recognizance and ordered to return Sept. 20 for a preliminary hearing.

State investigators said Lockhart, who is licensed, allowed Villalobos, who is not, to diagnose and treat a patient in his absence.
