Why Are ‘Nonessentials’ Funded by Tax Dollars?
I am nonplused after reading the story about Gov. Gray Davis ordering state agencies and departments to freeze or cut spending for “nonessential” travel, equipment and outside consulting in order to combat the pending massive state budget deficit (“Davis Fires 1st Salvo at Deficit,” Nov. 27). Perhaps it exposes my naivete about state agencies and departments, but why are they spending money for any nonessential activities in the first place? Is there a portion of the state budget that provides money for “have fun” or “see what you can think of to do with this”?

The Republicans gouge the California residents for power usage and then blame Davis because we have a budget crisis. You should put the blame where it belongs. You can’t have it both ways. You can’t rob the cookie jar and then complain that there are no cookies left. Get over yourselves!
