Embattled City Manager Quits With Settlement

City Manager Frank Usher has resigned with a $62,300 settlement package, which includes $20,000 for an undisclosed personal-injury claim.
A year ago, Usher was charged with a petty theft misdemeanor for allegedly stealing three music CDs -- Andrea Bocelli, Charlotte Church and a compilation of classical hits -- from a Costco in Santa Maria. Two trials over the summer ended in hung juries.
Usher also was criticized for splitting his time between his home in Claremont, four hours away, and Guadalupe.
