Chicago Mayor Richard M. Daley submitted a $6.6-billion O’Hare International Airport growth plan to federal review, saying the time is right even if airlines and the economy are in a slump.

The plan submitted to the Federal Aviation Administration includes rearranging runways to cut delays, the construction of an additional terminal and the building of a new commuter rail service link.

The FAA has begun an environmental study of the proposed expansion.
