From Times Wire Reports

Charges were dropped against an Egyptian who allegedly showed a false ID and was carrying instructions on how to behave if questioned by authorities.

Instead of facing the criminal charges, Ahmed Ebrahim Moussa, 25, was turned over to the Immigration and Naturalization Service in Philadelphia because his temporary visa expired in January.

Public defender Samuel Encarnacion said Moussa has no terrorism connections and carried the instructions on what to do if he was picked up because he didn’t speak English well and worried police might consider him suspicious.
