New homes will not be built on the crests of the San Gabriel and Verdugo mountains under a city plan cheered Tuesday by many residents in the northeast San Fernando Valley.

The Los Angeles City Council’s Planning and Land Use Management Committee ordered the drafting of an ordinance outlawing construction on scenic ridgelines in Sunland, Tujunga, Sun Valley, Shadow Hills and Lake View Terrace.

The ordinance, subject to the full council’s approval, would include provisions allowing development on land at lower elevations, a compromise that pleased Nevada-based Whitebird Inc., a developer that owns 1,000 acres of hillside.
