County Panel Accused of Misusing Funds

The county’s Children and Families Commission, in a rush to grant funding to programs for the young, has lost sight of financial issues and misspent money, the county grand jury said in a report.
The grand jury found the commission, while very committed to helping children since it was established in 1998, was not very organized when it came to spending.
The organization’s mission is to award grants from about $5.5 million it receives through Proposition 10 funds. The proposition earmarked money from the Early Childhood Development Tobacco Surtax.
