Top Officials Sign U.N. Anti-Corruption Treaty

Top world officials gathered in Merida, Mexico, to adopt the first global anti-corruption treaty, a move that may open banks to more scrutiny and enable some poor countries to recover billions in looted dollars.

U.S. Atty. Gen. John Ashcroft and Mexican President Vicente Fox were among the first to sign the United Nations Convention Against Corruption, which requires countries to aid in investigations and return to rightful owners any money that was stolen or embezzled.

The pact is expected to be signed by more than 100 nations.
