An Assessment District Might Help Costa Mesa
Re “Part of CenterLine Should Go Underground, Costa Mesa Says,” Dec. 3:
If Costa Mesa is concerned that a street-level light-rail line would disrupt a busy high-rise area, and would like it tunneled, the city could provide this with an assessment district.
Similar desires were resolved in the past with Northern California’s Bay Area Rapid Transit by using assessment districts.
BART’s second busiest station of the system was not in the original plan and the business owners were concerned with the lack of access to their area, so they formed an assessment district to finance the Embarcadero Station at the foot of Market Street.
Also, Berkeley wanted BART to be constructed as a subway. So the city passed a citywide assessment district to underground BART through the city.
