A City Council panel recommended Tuesday that more than 35 restrictions be imposed on a Mission Hills adult bookstore judged by city officials to be a nuisance.

The rules for the Talk of the Valley bookstore on Devonshire Street would include that two security guards be on duty when the store is open and that the business close at 10 each night.

City officials said there have been dozens of arrests for lewd conduct in and around the business.

“Obviously, certain types of business are protected by the 1st Amendment, but there are responsibilities that go along with that,” Councilman Hal Bernson said.

“In my opinion, this business has not fulfilled those obligations and it has become a nuisance.”

The recommendations by the Planning and Land Use Management Committee must be approved by the full council.
