A city Ethics Commission ruling against former Councilman Nate Holden was upheld Thursday in court.

Last year the panel found that Holden had committed 31 violations of campaign finance laws in his 1999 reelection campaign by accepting donations totaling $5,150 in excess of city contribution limits. The commission fined him $6,500. Holden challenged the ruling on technical grounds.

On Thursday, a Los Angeles Superior Court judge said the former councilman had received a fair trial.
