If Gov. Gray Davis is recalled, can his replacement seek two full terms?
No. There is a two-term limit for governors in California. Under the state Constitution, a successor is deemed to have served a full term if he takes office less than two years into a four-year term. Because Davis was reelected only last November, his successor would fill out the three years remaining in Davis’ term. That would count as the new governor’s first term, so he would be eligible to run for one four-year term.
