From Times staff reports
City Administrator Ray Silver has announced his retirement, effective next July. Silver, 54, told the City Council that he wants to travel with his wife, Lynn.
Silver has helped the city weather some recent setbacks, including a $20-million refund to property owners after it was found the city had illegally collected a property tax.
Silver came to Huntington Beach as assistant city administrator in 1990. He was named city administrator in 1997.
